Main Mandate of Organization: The National Authority on Chemical and Biological Weapons Conventions (NAC&BWC) provides national level guidance for the effective implementation of the Chemical Weapons Convention (CWC) and Biological Weapons Convention (BWC). One of its main foci is to ensure that all weapons of mass destruction especially chemical and biological weapons are prohibited and eliminated from Nigeria. Objective of the conventions is to prohibit the productions, acquisition, stockpiling, retention, transfer and use of chemical and biological weapons as well as providing for their destruction.

Mandate as it relates to biosecurity:

  • The NAC&BWC coordinates and oversees the implementation of the biological weapons convention in Nigeria.
  • It serves as the national focal point for effective coordination of the activities of the relevant MDAs in Nigeria in the implement of the BWC.
  • Fostering peaceful use of biology.
  • Collaborating with relevant agencies in Nigeria such as the Nigeria Center for Disease Control (NCDC), National Biosafety Management Agency among others, to protect Nigeria and Nigerians for biological threat.
  • Coordinating the implementation of national Chemical and Biological Emergency Preparedness and Response Plan. (NC&BEPRP) .
  • Submission of Confidence Building Measures (CBM) to the BWC-ISU as at when due.

Main Mandate of Organization: As enabled by the World Organization for Animal Health (WOAH founded as OIE) Terrestrial and Aquatic animal health codes and Manuals; and Animal Diseases Control Act LFN 2022

  • The policy adviser to the government on all animal health, veterinary public health matters as well as safety and wholesomeness of food of animal origin for human consumption, pest control services and animal welfare issues.
  • Prevention, control and eradication of transboundary animal diseases and pests to ensure healthy national herds and flocks of livestock and improve the economic well-being of the livestock farmers.
  • Formulating policy on animal health, zoonotic diseases, animal welfare, pest control services as well as safety of animal origin in the country.

Mandate as it relates to biosecurity:

  • The competent authority for animals and animal products in Nigeria (Office of the Chief Veterinary Officer, Nigeria/Director Department of Veterinary and Pest Control Services, Federal Ministry of Agriculture and Rural Development, Abuja)
  • Ensuring a healthy National herd health of all animals.
  • Responsible for Prevention and Control of all animal diseases in the country.
  • The department of Veterinary and Pest Control Services certifies all animal and animal products for international trade.
  • The department is in collaboration with the Federal Ministries of Health and Environment for the implementation of the One-health strategy in the country.

Main Mandate of Organization: NESREA among others is to enforce all environmental laws, guidelines, policies, standards and regulations in Nigeria. It also has the responsibility to enforce compliance with provisions of international treaties on the environment to which Nigeria is a signatory.

Mandate as it relates to biosecurity: The National environmental (Control of Alien and Invasive Specie) Regulation, S.I. No 32, 2013, which has the following objectives

  • To protect the health of Nigeria’s indigenous plant species from alien and invasive variants; and
  • To prevent the introduction of new plant diseases arising from the alien and invasive species, that may eradicate indigenous variants.

Mandate as it relates to biosecurity:

  • Prevent the circulation of goods and services which constitute a public hazard or an imminent public hazard.
  • Give public notice of any health hazards associated with their goods or services
  • Regulate and seek ways and means of removing or eliminating from the market, hazardous goods and services, including emission, untested, controversial, emerging or new technologies, product or devices whatsoever; and cause offenders to replace such goods or services with safer and more appropriate alternatives.
  • Compel manufacturers, suppliers, dealers, importers, wholesalers, retailers or other undertaking where appropriate to certify that all standards are met with their goods or services
  • Compel a manufacturer, importer or distributor of goods shall label or describe the goods in a manner that will be easily traceable to the manufacturer.
