Main Mandate of Organization: The NBMA is charged with the responsibility of providing regulatory framework, institutional and administrative mechanism for safety measures in the application of modern bio-technology in Nigeria with the view to preventing any adverse effect on human health, animals, plants and the environment. .

Mandate as it relates to biosecurity:The NBMA Act was amended in July 2019, to include the regulation of emerging biotechnologies like gene editing, gene drive, and synthetic biology and also to put measures to ensure biosecurity in Nigeria.

Main Mandate of Organization: The National Authority on Chemical and Biological Weapons Conventions (NAC&BWC) provides national level guidance for the effective implementation of the Chemical Weapons Convention (CWC) and Biological Weapons Convention (BWC). One of its main foci is to ensure that all weapons of mass destruction especially chemical and biological weapons are prohibited and eliminated from Nigeria. Objective of the conventions is to prohibit the productions, acquisition, stockpiling, retention, transfer and use of chemical and biological weapons as well as providing for their destruction.

Mandate as it relates to biosecurity:

  • The NAC&BWC coordinates and oversees the implementation of the biological weapons convention in Nigeria.
  • It serves as the national focal point for effective coordination of the activities of the relevant MDAs in Nigeria in the implement of the BWC.
  • Fostering peaceful use of biology.
  • Collaborating with relevant agencies in Nigeria such as the Nigeria Center for Disease Control (NCDC), National Biosafety Management Agency among others, to protect Nigeria and Nigerians for biological threat.
  • Coordinating the implementation of national Chemical and Biological Emergency Preparedness and Response Plan. (NC&BEPRP) .
  • Submission of Confidence Building Measures (CBM) to the BWC-ISU as at when due.

  • The policy adviser to the government on all animal health, veterinary public health matters as well as safety and wholesomeness of food of animal origin for human consumption, pest control services and animal welfare issues.
  • Prevention, control and eradication of transboundary animal diseases and pests to ensure healthy national herds and flocks of livestock and improve the economic well-being of the livestock farmers.

  • Responsible for Prevention and Control of all animal diseases in the country.
  • The department of Veterinary and Pest Control Services certifies all animal and animal products for international trade.
  • The department is in collaboration with the Federal Ministries of Health and Environment for the implementation of the One-health strategy in the country.

Main Mandate of Organization: NESREA among others is to enforce all environmental laws, guidelines, policies, standards and regulations in Nigeria. It also has the responsibility to enforce compliance with provisions of international treaties on the environment to which Nigeria is a signatory.

Mandate as it relates to biosecurity: The National environmental (Control of Alien and Invasive Specie) Regulation, S.I. No 32, 2013, which has the following objectives

  • To protect the health of Nigeria’s indigenous plant species from alien and invasive variants; and
  • To prevent the introduction of new plant diseases arising from the alien and invasive species, that may eradicate indigenous variants.
