INVITATION TO TENDER/EXPRESSION OF INTEREST FOR EXECUTION OF 2017 CAPITAL PROJECTS

The National Biosafety Management Agency (NBMA) wishes to implement the following projects in line with the 2017 Capital Budget Appropriation.

In compliance with Public Procurement Act 2007, all interested reputable Contractors and Consultants with good track record of performance and experience are hereby invited to bid as follows:

2.1 CATEGORY A (GOODS)

2.2 CATEGORY B (CONSULTANCY) – EXPRESSION OF INTEREST

MANDATORY REQUIREMENTS WITHOUT WHICH A BIDDER SHALL BE DISQUALIFIED FROM FURTHER PARTICIPATION:

Prospective bidders are required to submit the following documents:

Certificate of Incorporation/Registration with Corporate Affairs Commission (CAC), including Form Co7
Evidence of Current Certification (2017) from PENCOM in accordance with the Pension Reform Act 2004 including evidence of remittances of Employees’ Pension Contributions/Deductions;
Evidence of Tax Clearance Certificates for the last three years (2016, 2015 & 2014), expiring in December, 2017.
Evidence of payment of Training Contributions to Industrial Training Fund (ITF) in compliance with the provisions of ITF Amendment Act 2011;
Evidence of Compliance with the National Social Insurance Trust Fund (NSITF).
A sworn affidavit confirming that all information presented and attached are true and correct of the company and that no officer of the National Biosafety Management Agency is a former or present Director, Shareholder or has any pecuniary interest in the bidder.
Evidence of Registration on the BPP National Database Platform for the Contractors, Consultants and Service Providers (Submit Interim Registration Report from Bureau of Public Procurement).
Evidence of payment for bid document.
OTHER REQUIREMENTS:
Company Audited Account for the last 3 years (2016, 2015& 2014) by qualified Auditor and showing annual turnover. The Reporting Auditor shall submit Certificate of Registration with Financial Reporting Council (FRC).
Company Profile and Technical qualifications of key personnel with evidence of experience of similar jobs; Evidence of Registration with Relevant Professional Bodies (including Architects, Civil Engineers, Builder and Quantity Surveyors etc.) is mandatory for construction works; (submit with CV and copy of certificates).
Verifiable List of similar jobs successfully executed in the last 3 years including Letters of Award of Contracts; Valuation Certifications and Job Completion Certificates (please provide the contact addresses of the Clients).
Evidence of Financial Capability from a reputable Bank to execute the Projects (Evidence of Bank Support for the Projects if awarded will form part of the evaluation criteria);
Company Letter authorizing the National Biosafety Management Agency to verify all documents submitted for the projects with Relevant Agencies.
Evidence of Firm’s Registration with Professional Bodies.
The Minimum Turnover required for each project is as specified in the Bidding Documents.
All Financial Bids of 100Million Naira and above for Goods shall be accompanied with 2% Bid Security from a Nigerian Commercial Bank.

 

SUBMISSION REQUIREMENTS:

Two (2) Copies of Completed Technical and Financial Proposals (Original and Photocopy) shall be submitted in two different sealed tamper proof envelopes. The Envelopes shall be labeled “Technical Proposal” and “Financial Proposal” and both to be closed in a third envelope. All the envelopes should bear the “Project Name” and “Lot No.” at the Top Right Hand Corner of the Envelope and addressed to The Director-General, National Biosafety Management Agency, National Park Service Headquarters, Umaru Musa Yaradua Expressway, Airport Road, Abuja, FCT

The documents should be deposited in the Tender Boxes at Conference Room, National Biosafety Management Agency, National Park Service Headquarters, Umaru Musa Yaradua Expressway, Airport Road, Abuja, FCT. Company names should also be written at the reversed side of the envelope. Closing time for all submissions is 12 Noon prompt on or before 4th September, 2017. Late submissions shall not be entertained.

The Closing date for the Expression of Interest (EoI) for all the Consultancy Services is 7th August, 2017. The Opening of the EoI received will commence immediately after the Closing on 7th August, 2017at 12.00 Noon prompt at Conference room, National Biosafety Management Agency, National Park Service Headquarters, Umaru Musa Yaradua Expressway, Airport Road, Abuja, FCT

 

OPENING:

Opening of the received documents will commence immediately after the closing on 4th September, 2017, 12.00 Noon prompt at the CONFERENCE ROOM, National Biosafety Management Agency, National Park Service Headquarters, Umaru Musa Yaradua Expressway, Airport Road, Abuja, FCT.

All Bidders and/or their Representatives, Relevant Professional Bodies and NGOs are invited to witness the public opening exercise accordingly.

ADDITIONAL INFORMATION:

PLEASE NOTE THAT:

All CAC, VAT, PENCOM, TAX, ITF, Certificates may be referred to the Security Agencies, Corporate Affairs Commission, Federal Inland Revenue Services (FIRS), National Pension Commission and other relevant bodies for verification.
The Evaluation of the received documents shall be strictly based on the requirements as specified above and as contained in the Bid Documents.
The National Biosafety Management Agency reserves the right to reject any or all the submissions that do not meet up with the requirements as specified.
The National Biosafety Management Agency is not under any obligation by this advertisement to award a Contract to any bidder and/or applicant and reserve the right to cancel and/or discontinue the procurement process at any stage without incurring any liability to the bidders.
